Jeder Clan ist berechtigt einen Commissioner in die Kommission zu entsenden. Die Auswahl erfolgt nach den Regularien des jeweiligen Clans. Die High Commission tagt ständig unter der Leitung des [[Lord Chief o Clans]], welcher in freier Wahl durch die vernischen Clanchiefs aus ihren Reihen bestimmt wird.
